و قالت وكالة سبوتنيك في تقرير لها أن دميتري شاتونوف، رئيس لجنة التعاون الاقتصادي الخارجي، صرح أن اللجنة الحكومية الدولية لروسيا والجزائر تبحث آلية لتحويل الأموال بين بنكي البلدين، وإمكانية الربط بنظام تحويل المراسلات المالية لبنك روسيا.
وأضاف شاتونوف ردا على سؤال بشأن ربط الجزائر بالنظام الروسي للمراسلات المالية أن “هناك بحث عن الاتجاهات”. و أن “كل شيء يبدأ من الصفر، يتم العمل من جانبنا، ومن جانبهم”. وأفاد أنه “في الوقت الحالي، الجزائر مهتمة جدا بالتعاون ومستعدة جدا للمفاوضات. ومن الممكن أن تكون هناك نتائج ملموسة خلال عام”.
ويسمى النظام الروسي البديل SPFS، وقد تم إنشاؤه في العام 2014، على خلفية تهديدات واشنطن، بطرد موسكو من نظام سويفت المالي، بعد اندلاع أزمة شبه جزيرة القرم مع أوكرانيا. ويضم نظام سويفت قرابة 300 مصرف روسي، تمثل ما نسبته 1.5 بالمئة من حجم المدفوعات، والسادسة عالميا من حيث الرسائل عبر سويفت.
وأوضح المسؤول الروسي أن بلاده في الوقت الحالي، تقوم صادراتها الرئيسية المتجهة إلى الجزائر على الأسمدة الروسية. و أضاف أنه “بناء على ذلك، فإن آلية التفاعل بين البنوك، أي التحويلات المالية، لم يتم وضعها بالكامل. الآن يتم حل هذه القضايا من قبل لجنة حكومية دولية”. و أكد قائلا “في الوقت الحالي، يجري العمل التحضيري”.
